We are looking for a Livelihoods and Food Security Programme Development Manager (LFS PDM) to get our programme in Northern Central America started.
The purpose of the Programme Development Manager is to be responsible design, develop and implement Livelihoods & Food Security (LFS) programme/project in in Honduras and El Salvador. The LFS PDM role is to manage the LSF team and ensure capacity building and transferring knowledge to the technical team. This position has a threefold focus:
- Facilitate the institutionalisation of cash-based interventions and market based programming across NRC core competency responses, where appropriate.
- Food and agriculture systems : Assist people we work with to be actively involved in sustainable practices building more resilient food and agricultural systems, improving food security, nutritional diets, livelihood opportunities, income and well-being.
- Livelihoods Protection: Support affected households and communities protecting household and livelihood systems, avert erosion of productive assets and support households and communities in restoring productive assets;
The LFS PDM resports to the Country Director

Duties and responsibilities:
- Responsible for LFS contextual analysis including of protection risks and needs, as input to Country Strategy including Contingency Plan
- Lead the start-up of Livelihoods & Food Security CC in Honduras
- Lead the implementation of the LFS NRC COVID-19 outbreak response
- Develop LFS strategy, technical SOPs / guidelines and Macro LFAs
- Contribute to the institutionalization of cash-based interventions and market based programme though capacity building, guidance and SOP development and interdepartmental engagement
- Responsible for facilitating livelihood assessments and analysis across CCs informing joint programme responses
- Responsible for building a strong project team
- Provide technical direction and project implementation support to Programme staff throughout the NRC’s operational locations in NCA
- Support the consideration and inclusion of cash-based interventions and market based approaches within (and across) NRC core competency responses, where appropriate.
- Contribute to the institutionalization of cash-based interventions and market based programmes though capacity building and interdepartmental engagement
- Compliance and adherence to NRC policies, LSF tools, handbooks and guidelines
- Responsible of development and manage funding proposal, project budgets and donor reports
- Overall management of project staff
- Coordinate and manage LFS project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
- Ensure capacity building of project staff and transfer key skills
- Liaison and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums/cluster/working groups.
- Promote the rights of IDPs/returnees in line with the advocacy strategy
Qualifications:
Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context Higher education, preferably within engineering or related fields of study
Experience from working in complex and volatile contexts
Technical expertise in Livelihoods and Food Security
Documented results related to the position’s responsibilities
Knowledge and skills in market analysis, cash-based interventions and market based programmes
Knowledge about own leadership skills/profile
Fluency in English and Spanish, both written and verbal
Experience and knowledge of the Latin American context
Experience in the following areas:
- Household and livelihoods vulnerability analysis
- Food security assessments
- Emergency Food assistance
- Promotion of improved food production and processing
- Market based approach/programming
- School feeding and gardening
- Assets creation
- Income generation & diversification
Experience with start-up of new LFS programs, including assessment, developing program strategies and proposals.
Ability to use ICT software to develop proposals, budgets, work plans, and monitoring and evaluation tools. Knowledge and understanding of humanitarian standards such as Sphere and HAP. Experience in training and capacity building of staff, and aptitude for community mobilization
Valid driver’s license
Commencement: November 2020
Duration: 12 months
Salary/benefits: According to NRC’s general directions.

Duty station: Tegucigalpa, with frequent travels. Tegucigalpa is a non-family duty station
