Protection Programme Development Manager (PDM) - Central America

Do you want to join our team in Central America? We are looking for a Protection Programme Development Manager (PDM) to be part of our start-up!

The Protection PDM position will play a key role NRC start-up of Northern Central America Country Programme Programme. The Protection PDM will lead the identification of priority protection concerns, guide protection interventions, planning and developing stand- alone protection and strengthening mainstreaming of protection into all aspects of NRC and partners’ activities to promote an improved humanitarian response for victims of others situations of violence’s, deportees, refugees, Internal displaced persons and people in need of international protection

NRC’s goal is to provide life-saving humanitarian aid and contribute to durable solutions through joint programmatic and advocacy efforts across several sectors. In the Northern Central America (NCA) in particular, NRC focuses on ensuring that people affected by other situations of violence (OSV), especially internally displaced persons (IDPs), deportees with protection needs and people in need of international protection (PNIPs) have access to basic and specific protection services in safe and dignified conditions. NRC is present in several countries of the area with coordinated actions. While implementation is direct in Honduras and El Salvador implementation is always direct, NRC works both directly and through implementing partners in Guatemala and the South of Mexico. In Mexico, NRC has established a “regional referral case network” between Mexico, Guatemala, Honduras and El Salvador among NRC’s implementing partners in order to support displacement victims with an integrated and coordinated approach.

The Protection PDM reports to the Country Director.

Duties and responsibilities:

  • Develop Protection strategy, technical SOPs / guidelines and Macro LFAs
  • Responsible of development and manage funding proposal, project budgets and donor reports
  • Overall management of project staff
  • Coordinate and manage protection project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
  • Ensure capacity building of project staff and transfer key skills
  • Liaison and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums/cluster/working groups.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy
  • Lead the development and design of Standalone Protection activities.
  • Ensure that key learnings are extracted from implementation of protection programmes, and incorporate them in programme and staff development processes
  • Lead the Integrated programming with Protection as the core approach
  • Lead the implementation of the Protection NRC COVID-19 outbreak response
  • Lead the development of alliances with key Protection implementation actors
  • Support programme and partners’ staff in incorporating protection into all aspects of NRC’s programme activities.
  • Ensure the provision of high quality analysis on the humanitarian situation.
  • Position NRC as an effective spokesperson on protection and humanitarian principles.
  • Support the Country Director to position NRC with donors to access opportunities for Stand-Alone and mainstreaming of protection programming.

Qualifications

  • Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context Advanced academic qualification in a relevant field (law, social sciences or related disciplines).
  • A clear understanding of protection issues, legal frameworks and professional standards in humanitarian and displacement contexts.
  • Experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English and Spanish, both written and verbal Valid driver’s license
  • Experience and knowledge of the Latin American context
  • Knowledge of relevant legal and policy frameworks, international and domestic, with focus on International Humanitarian Law, Human Rights and Protection of Children in Armed Conflicts
  • Experience with start-up of new protection programs, including assessment, developing program strategies and proposals.
  • Ability to use ICT software to develop proposals, budgets, work plans, and monitoring and evaluation tools.
  • Knowledge and understanding of humanitarian standards such as Sphere and HAP.
  • Experience in training and capacity building of staff, and aptitude for community mobilization

Commencement: November 2020
Duration: 12 months
Salary/benefits: According to NRC’s general directions.
Level: Grade 9 in the NRC grade structure.
Duty station: Tegucigalpa, with frequent travels. Tegucigalpa is a non-family duty station
