Mid-Term Performance Evaluation for USAID/OTI Honduras
Social Impact (SI) is a Washington, DC-area international development management consulting firm. Project Objective:
The purpose of this project is to conduct an independent final performance evaluation of USAID/OTI’s Honduras Convive! program. Through Convive, USAID/OTI supports the Government of Honduras’ efforts to reduce homicides and other violent crime. Convive works with communities and police to build capacities within and linkages between them, focusing on San Pedro Sula, Tegucigalpa, Tela, and La Ceiba. The program’s objective is to disrupt the systems, perceptions and behaviors that support violence by:
- Empowering citizens and institutions to act together and cooperatively increase security in targeted communities and sectors; and
- Increasing citizens’ confidence in, and the performance of, Honduran government institutions.
The final performance evaluation of USAID/OTI’s Convive program should assess the strategic approach and relevance of Convive, as well as the impact that the program had on citizen security, violence disruption and community cohesion. Results will be used to inform future USG assistance and OTI programming in Honduras, and to increase learning on reducing community-level violence in other contexts.
The evaluation will take place between April and September 2018, with fieldwork in Honduras anticipated to take place in mid-June through mid-July.
Position Description:
SI is seeking an Evaluation Assistant to support both the logistical and technical needs of the evaluation team. The person selected for this role would coordinate team travel, schedule interviews, and provide overall support for the evaluation, including providing local context and assisting in note-taking and other evaluation tasks if necessary. The Assistant should be able to start by early May and be available to support the team on an as-needed basis over the course of the next two months (June-July). The majority of the team’s activities will take place in Tegucigalpa, though the candidate should also be able to travel with the team to other locations in Honduras for up to two weeks. Travel weeks outside Tegucigalpa would require full-time work, and support in other weeks would be part time. The Assistant will report to the Team Leader, who will make specific assignments and monitor fieldwork preparations and progress. Social Impact will oversee the overall management of the evaluation. The Assistant will assist the team with the coordination of the on-the-ground logistics.
**Please note: This is a local position. Only Honduran citizens will be considered.
Responsibilities:
- Advise the evaluation team on local context relevant to the evaluation goals.
- Make, coordinate and confirm appointments for meetings, interviews, focus group discussions, etc. for the evaluation team.
- Maintain and update the meeting schedule.
- Make logistical arrangements as needed for in-country hotel accommodations, ground transportation, focus group discussions, etc.
- Manage in-country expenditures for the evaluation team and keep detailed documentation of team expenses.
- Support the evaluation team during data collection by taking notes during focus group discussions or interviews.
- Carry out other tasks as requested by the Team Leader.
Qualifications:
- Experience with logistics arrangements for evaluations, including reserving meeting locations, maintaining meeting schedules, arranging transportation and lodging, etc.
- Excellent organizational and coordination skills
- Fluency in English and Spanish
- Excellent English writing skills
- Willingness to travel up to three weeks outside of Tegucigalpa
- Available to start work in early May and support the team over the course of the next two months as needed, with most of the work taking place in June-Mid July during field work
- Home location in or around Tegucigalpa preferred
- Familiarity w/ USAID evaluations or USAID funded projects preferred
