Team Leader, Final Performance Evaluation for USAID/OTI Honduras

Social Impact (SI) is a global development management consulting firm. We provide monitoring, evaluation, strategic planning, and capacity building services to advance development effectiveness. Project Objective:

The purpose of this project is to conduct an independent final performance evaluation of USAID/OTI’s Honduras Convive! program. Through Convive, USAID/OTI supports the Government of Honduras’ efforts to reduce homicides and other violent crime. Convive works with communities and police to build capacities within and linkages between them, focusing on San Pedro Sula, Tegucigalpa, Tela, and La Ceiba. The program’s objective is to disrupt the systems, perceptions and behaviors that support violence by:

  • Empowering citizens and institutions to act together and cooperatively increase security in targeted communities and sectors; and
  • Increasing citizens’ confidence in, and the performance of, Honduran government institutions.

The final performance evaluation of USAID/OTI’s Convive program should assess the strategic approach and relevance of Convive, as well as the impact that the program had on citizen security, violence disruption and community cohesion. Results will be used to inform future USG assistance and OTI programming in Honduras, and to increase learning on reducing community-level violence in other contexts.

The evaluation will take place between April and September 2018, with fieldwork in Honduras anticipated to take place in mid-June through mid-July.

Position Description:

SI is seeking a Team Leader to lead the technical and management aspects of the evaluation. The Team Leader would be supported by a Social Impact management team and other evaluation team members.

The expected level of effort is approximately 65 days between April and September 2018, including three to four consecutive weeks of data collection and analysis in Honduras. These are estimates only; actual level of effort and fieldwork dates may vary depending on the evaluation design.

  •  SI is accepting rolling applications to this position.

Responsibilities:

Provide leadership for the team and coordinate activities as necessary;

Work collaboratively with team members throughout design, implementation, analysis, and report writing to complement each other's areas of expertise;

Provide technical expertise and lead efforts in the evaluation design, methodology determinations, and data collection instruments;

Ensure that the evaluation’s design is rigorous and sensitive to the local context;

Lead data collection and ongoing analysis of quantitative and qualitative data;

Communicate frequently with Social Impact’s management team;

Prepare the final reports, supported by the evaluation team;

· Lead the preparation and presentation of the key findings and recommendations to OTI.

Manage all deadlines and record maintenance including, but not limited to producing notes for all qualitative data collection events;  

Ensure that all expected tasks and deliverables are achieved on time and of high quality;

·Liaison with USAID/OTI and lead briefings with relevant stakeholders.

Qualifications:

--aAdvanced degree in relevant field;

-At least 10 years of professional experience including evaluation management and previous experience as an evaluation team leader;

·Advanced technical skills in qualitative data collection and analysis and mixed-methods evaluations incorporating secondary survey data into evaluation results;

  • Research and evaluation experience in complex political or transition environments, including in the Northern Triangle;

·-emonstrated familiarity with violence reduction or citizen security programming, preferably within the Northern Triangle;

· Exceptional organizational, analytical, writing, and presentation skills;

· Ability to produce high quality and concise reports in English;

· Fluency in Spanish;

· Ability to work independently, efficiently, and effectively under tight deadlines;

· Knowledge of OTI-type programming (preferred).
