Overview
Creative Associates International (Creative) is seeking a Deputy Chief of Party (DCOP) for the anticipated USAID funded Sembrando Esperanza activity in Honduras. The Deputy Chief of Party will work in concert with the Chief of Party (COP), providing sound operational management in support of activity implementation. He or she will support the COP in all technical, operational, and management aspects of the project and ensure that all appropriate reporting requirements are met. The DCOP will be considered acting COP in his/her absence.
Reporting and Supervision:
The Deputy Chief of Party will report to the project's Chief of Party.
Responsibilities
- Monitor program operations including procurement processes in HR, logistics, inventories, security, and IT related tasks;
- Implement internal control policies and procedures to ensure adequate management in the areas of procurement, HR, IT, security and administration of the regional offices;
- Supervise staff in the areas of procurement, HR, IT, security and operations of the regional offices;
- Supervise and manage the startup process and closure of activities of the program;
- Ensure that staff supervised are properly trained, as necessary, to fulfill their responsibilities, specifically in terms of internal policies and USAID regulations;
- Ensure that the implementation of the program is done in accordance with the policies and regulations of the company and USAID, as well as within the scope of work of the program;
- Supervise the procurement processes and the management of those processes, by ensuring that they are done transparently and in accordance with the policies of the company and USAID;
- Supervise Human Resources processes in the management of all personnel hiring procedures, and that internal HR policies are in compliance with the local labor law, tax laws, and the policies and regulations of the company and USAID;
- Ensure that the acquired goods are in accordance to the company's policies and its relevant contractual restrictions;
- Support the COP on issues related to project management;
- Supervise, in coordination with the COP and DCOP, compliance with the contract with USAID.
- Support and provide feedback to the Regional Directors on issues of resource management (HR, Communications, and Technology) and the proper administration of regional offices;
- Actively participate in meetings with the Senior Management Team;
- Manage, as necessary, the scope of work and descriptions of the position of the administrative and/or operational personnel;
- Coordinate with the Financial Manager to ensure the program's budget is implemented as planned;
- Ensure timely delivery to the COP, HQ and USAID of the program's quarterly reports, fund requisitions and project payment schedules as required; and
Coordinate the required legal and administrative actions needed to comply with laws and procedures corresponding to the operation of the project.
Qualifications
A minimum of ten years combined experience working on programs engaging youth, civil society, citizen security, or public policy, with at least eight (8) years of experience working in program operations and/or technical management in support of multi-component international development programs;
Excellent teamwork including abilities to coordinate well with diverse individuals and teams and to engage effectively with colleagues and stakeholders to achieve results;
Demonstrable management experience on U.S. Government (USG) contracts, and familiarity with USG) policy, procedures, compliance and reporting requirements;
Prior experience working on youth-centered programs;
Experience providing management oversight to design, award and monitoring of grants;
Advanced degree (Masters or Doctorate) in international relations, sociology, law or related field;
Excellent written and verbal communication skills; and
Ability to Work in Honduras.
