Position Summary:

Creative Associates seeks a Finance Specialist to support the implementation of the Inter-American Development Bank's (IDB) Comprehensive Rural Development and Productivity Project. The project's general objective is to sustainably increase the income of rural households in the Dry Corridor of Honduras. Its specific objective is to improve productive development in the project's target area by providing technologies, production-related technical assistance, and access to financing for the beneficiary population. The Finance Specialist will oversee all financial transactions occurring under the program and ensure full financial and contractual compliance of all program activities and its beneficiaries with government and other relevant regulations.

Reporting & Supervision:

The Finance Specialist will report to the Headquarters-based Project Director

Primary Responsibilities:

  • Coordinate and supervise the overall financial management of funding to the Program from inception to successful completion;
  • Coordinate technical financial support to producers and producers' organizations; as well as the supervision of any alliances and other private-public partnerships geared towards achieving the program's objectives, targets and deliverables;
  • Establish internal control systems as well as accounting and financial reporting protocols to guarantee funding channeled to the Program beneficiaries; coordinate technical financial support programs to beneficiaries;
  • Increase the qualifications and expertise of producers and producers' organizations to address business and financial management challenges and opportunities; and
  • Liaise with financial institutions to co-create, co-develop, and co-implement new financial products and instruments to address the specific necessities of producers/productive units and producers' associations.
    Required Skills & Qualifications:

  • Bachelor's degree in accounting, finance, economics or related disciplines. For accountants: certificate of suitability to practice the profession of authorized public accountant (CPA);

  • Successful completion of diplomas, courses and seminars on financial management of projects financed by international bodies;

  • Ten (10) years of experience in financial management within international organizations; at least five (5) years on internationally-financed projects in Honduras, preferably those financed by the World Bank or IDB;

  • Experience and knowledge of finance, budget management, project control and accounting;

  • Knowledge of procurement and procurement procedures in the public sector and international bodies, in particular the IDB;

  • Knowledge of disbursement procedures with an emphasis on international bodies in general, and in particular the IDB;

  • Proficiency in computer programs, including specialized banking tools;

  • Experience creating technical and financial reports; and

  • Spanish fluency.
