The American Bar Association Rule of Law Initiative (ABA ROLI) seeks to engage a short term consultant to support the Reducing Barriers to Women’s Economic Empowerment (RBI) Initiative under the Women and Girls Empowered (WAGE) Consortium.
Scope: The consultant will arrange and co- facilitate (with a Grameen Foundation representative) multi-stakeholder dialogues (MSDs) in El Salvador and/or Honduras focused on findings and recommendations from the Women’s Economic Empowerment (WEE) Assessments that were implemented in each country. MSDs will include government officials, CSOs, Micro Finance Institutions (MFIs), other financial institutions, and other key WEE stakeholders. During the workshops, the consultant will present the key findings and recommendations from the assessments, including those relating to policy and legal barriers to WEE, and facilitate discussion on how these findings can be translated into action by various types of stakeholders, both individually and collectively. This will include sensitizing government stakeholders to the impact of policy gaps and silences, including lax implementation of existing laws guaranteeing equality of women and men, on women’s ability to launch and grow businesses, etc. MSDs will serve as a platform for building linkages across key stakeholders and for identifying opportunities for cross-sector collaboration both in the context of RBI technical assistance activities and as a matter of practice moving forward.
Participants for the MSDs will be identified through reference to the WAGE WEE Assessment Reports for each country, as well as through a mapping exercise to be conducted by the consultant.
Length of contract: Contract will run through April 30, 2020 and include the following levels of effort: --- [TO BE DETERMINED IN CONSULTATION WITH CONSULTANT] working days (100%).

Make logistical arrangements for MSD(s) and issue invitations to participants.
Work with WAGE to identify a feasible date for the MSD(s); arrange a meeting venue and any required supplies; arrange for reimbursement of local transportation costs for participants travelling from outside of the city of the convening; handle other required logistics.
March 1, 2020
Work with WAGE to develop the agenda for the MSD(s) and to develop discussion questions / prompts to facilitate productive dialogue.
