Established in 1951, IOM is a Related Organization of the United Nations, and as the leadingUN agency in the field of migration, works closely with governmental, intergovernmental andnon-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

The Government of Honduras has developed important efforts directed at assisting and protecting migrant populations. Within the last years, some of the actions and improvements to the institutional framework for migration governance are: the approval of the Law of Protection of Migrant Hondurans and Their Families, the creation of the Office for the Returned Migrant (OFAMIR, by its Spanish initials), of the Fund in Solidarity of the Vulnerable Honduran Migrant (FOSMIH), the National Council for the Protection of the Honduran Migrant (CONAPROHM), and the Reintegration Plan for Returned Migrants, as well as territorial planning through the Municipal and Local Economic Development Plans.

IOM, created in 1951, is the main intergovernmental organization in the field of migration, and it works in close collaboration with governmental, intergovernmental and non-governmental partners. IOM’s mission is to guarantee an orderly and humane management of migrations, promote international cooperation on migratory issues, help find practical solutions to migratory problems and offer humanitarian aid to migrants in need.

The Sustainable Development Goals (SDG) include the goal of facilitating “orderly, safe, regular and responsible migration and mobility of people, including through the implementation of planned and well-managed migration policies” (Goal 10.7). Based on the need to describe what “safe and well-managed migration” is, and how it can be measured, IOM’s member states established on 2015 the Migration Governance Framework (MIGOF). This framework is aligned to the SDGs and defines migratory governance as “the traditions and institutions on which a country executes its authority over migration, mobility and nationality, including the government’s capacity to formulate and implement efficiently adequate public policy”. Considering MIGOF, IOM has created the Migration Governance Indicators (MGI), to support the evaluation of goal 10.7 of the SDG.

Using 27 indicators and 90 sub-indicators, organized in six dimensions, a country’s normative and institutional framework can be measured, delivering a baseline and a methodology to analyze its governance structures and identify good practices and areas where improvement could be achieved.

To address some of the areas identified jointly between IOM and the Government of Honduras in the field of capacity building –as indicated in the MGI report written in Honduras, IOM has focused the Regional Program on Migration Mesoamerica-The Caribbean, which is being executed since 2010, in the promotion of good migration governance by governments, to reduce the irregular migrant flows and the vulnerabilities of migrant people, as well as people trafficking and migrant smuggling.

The activities will focus in four components:

• Migration governance: promote sustainable and humane management of migration.

• Alliances and cooperation: strengthen regional and bilateral cooperation on migration, with the support of different international organizations.

• Emergencies and crises: support the preparation and answer to the migrant flows in situations of emergency or crisis.

• Information and prevention: improve the ability of local stakeholders to inform and prevent regular migration in each country.

Considering the work that the Government of Honduras does in benefit of migrant populations, and the current challenges increasing the complexity of migrant flows, IOM puts at the disposition of the Secretariat of Government, Justice and Decentralization a dedicated person, expert in migration, with the aim of assisting in the development and implementation of effective and sustainable policy and programs related to this phenomenon.

Core Functions / Responsibilities:

Objective

To provide integral and specialized advisory to the authorities advocating for actions from the Secretariat of Governance, Justice and Decentralization in the migration field, with the goal of managing migrant flows in a sustainable and humane manner.

Under the direct supervision of the Country Project Coordinator, Western Hemisphere Program, the successful candidate will execute the following activities:

  1. To analyze, in coordination with competent authorities, the main needs in the path to strengthening the migratory policy of the Government of Honduras, and propose a guide prioritizing the development of actions in the short and medium term, based on international good practices, learnt lessons and the analysis of correlation with other relevant State policies that might affect migration issues.

  2. To support and advise the process of developing a draft of Migration Policy, with the leadership of the Secretariat of Governance, Justice and Decentralization and the National Institute for Migration.

  3. To advise on the initiatives implemented as part of the national reintegration agenda, propose alternative strategies to prevent irregular migration and provide any other recommendations needed.

  4. To identify voids and limitations in the mechanisms of coordination between the competent institutions regarding migration, for the formulation of political and operative recommendations.

  5. To follow up on the activities being implemented by the Regional Program on Migration in Honduras, to make sure they suit the State’s priorities.

  6. To identify good practices in subjects akin to migration policy on an international level, promoting the exchange with the countries creating them, when considered appropriate.

  7. Perform such other duties as may be assigned.

Tangible and Measurable Outputs of the Work Assignment

  1. Workplan, schedule and methodology for the execution of the previously described activities.

  2. Proposal of needs prioritization in the country’s management of migration, and recommendations to strengthen said management.

  3. Mapping of actors involved, their competencies and legal mandates in migratory issues, as an input to designing new policy. It should include recommendations for coordination and articulation mechanisms between actors in the short, medium and long term.

  4. Trimestral report highlighting the main actions in support and advisory to the decision-making process related to migration issues.

Realistic Delivery Dates and Details as to how the work must be delivered

The period for the delivery of all products is approximately of six months. This includes the revision of different versions by IOM and the Secretariat of Governance, Justice and Decentralization, as well as the handing-in of final products.

The person, as an expert in political and migratory issues, will have to propose and recommend the most adequate work methodology to obtain the expected results, based on the general lines described on this document, and in consensus with representatives of the organizations partaking in this initiative (IOM and the Secretariat of Governance, Justice and Decentralization).

Payment will be delivered once the presented materials have been approved, as described in the following chart. Bank fees over wire transfers and any other expenses related to the execution of the consultancy, shall be covered by the hired consultant or consulting team.

Payment will be handed out in the following manner:

1st payment : 20% of total cost - After the signing of the contract, presentation and approval of product 1.

2nd payment : 40% of total cost - After the presentation and approval of product 2 and the 1st trimestral report.

3rd payment : 40% of total cost - After presentation and approval of product 3 and 2nd trimestral report.

Performance indicators for evaluation of results

• Successful completion of the tasks set out in this document.

Required Qualifications and Experience:

Education

• Master’s degree in social sciences, law, international relations or related field from an accredited academic institution, with at least ten years of relevant professional experience.

Experience

• Experience in the creation and/or implementation of public policy;

• Must have acquired experience in a country with important migratory challenges;

• Ability to interact with interdisciplinary teams and government officials.

Languages

For this position, fluency in Spanish is required. Working knowledge in English or French is an advantage.

Note

The consultant must adhere to the International Organization for Migration (IOM) Data

Protection Principles (IN/138) and maintain confidentiality.

The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.

IOM is an intergovernmental organism, and as such is exempted of all taxes in Honduras. Therefore, it is not obligated to retain any taxes that should be owed to the Government of Honduras as part of the execution of this contract. It is the sole responsibility of the contractor to comply with any fiscal obligations that might be applicable.

The ownership of intellectual products developed during this project will be shared with the government entities partaking in its creation, as well as IOM’s regional office. Government agencies and the cooperating agency must be warranted visibility and recognition, through the use of their logos in every document and any other material that might be a result of these intellectual production.
