AIR’s International Development Division (IDD) strives to improve the quality of life in developing countries by using rigorous research and evaluation to enhance education and social development. We work across a wide range of topics including workforce development, agriculture/food/nutrition, early childhood development, education, refugees and migration, social protection, water/sanitation/infrastructure, and women's empowerment in Africa, Asia, the Caribbean, Europe, Central and Latin America as well as the Middle East. The IDD generates policy-relevant evidence through rigorous monitoring, evaluations, and research; helps improve program design through continuous learning and adaptation; and works with local organizations and governments to build sustainable solutions based on evidence.
IDD is actively seeking a Migration Specialist for an anticipated five-year United States Agency for International Development (USAID) Monitoring, Evaluation, and Learning (MEL) and Collaborating, Learning, and Adapting (CLA) Activity in Honduras. The program will holistically support USAID/Honduras in monitoring, evaluation, and learning (MEL) and collaborating, learning, and adapting (CLA) in alignment with USAID’s Evaluation Policy and the Journey to Self-Reliance (J2SR). Specifically, this activity seeks to: (1) design, implement, and disseminate findings from evaluations, assessments, surveys, and monitoring analyses; (2) facilitate intentional CLA use among USAID internal and external stakeholders; (3) provide technical assistance to measurable increase MEL capacity among USAID staff and implementing partners, local organizations, government counterparts, private sector and academia.
Responsibilities
The Migration Specialist will provide expertise to USAID and implementing partners on how to monitor and evaluate the effect of development programming on migration patterns. S/he will identify existing research around migration as well as evidence gaps, and will work with USAID and implementing partners to development and integrate research studies and assessments into ongoing and future projects in order to better understand the effect of programming on curbing migration. The Migration Specialist will identify and suggest indicators and measurement techniques that can be integrate into USAID’s program portfolio to monitor the effect of migration across all the Mission’s technical areas. S/he will consult with and convene key migration policy and programming experts from academia, government, civil society, and the private sector to leverage resources and share learnings and knowledge across a community of practice.
Qualifications
- Master’s degree in international development, refugee and migration studies, political science, law, or a related field;
- Minimum 2 years’ experience implementing migration policies and/or programs or conducting research on migration policies, preferably on a USAID or other international donor-funded project;
- Experience identify reliable data sources for migration data and analyzing data to inform programs and policies;
- Experience designing methodologies for monitoring and evaluating migration policies and/or programs;
- Experience working with or liaising with government stakeholders, academia, civil society organizations, or the private sector around migration issues;
- Deep knowledge of migration patterns and issues specific to the Honduran context;
- Excellent written and oral communication skills;
- Deep familiarity with Honduran culture, society, and development context; and
- Excellent English writing and speaking (S/4 and R/4 levels) skills, preferred.
