Overview
Creative Associates International seeks a Senior Youth Employment Officer for the USAID-funded Youth Employment for Migration Prevention (YEMP) Activity in Honduras. The Senior Youth Employment Officer will take a lead role in improving access to high-quality job placement services for youth. The Senior Youth Employment Officer will work with workforce development institutions, digital platforms, and other provides to improve and expand their job placement support services and impact—either through in-house improvements and/or through partnerships—to include job intermediation functions such as job information, internships, job matching, career counseling, mentoring, entrepreneurship support and other important follow-on support.
Reporting and Supervision:
The Senior Youth Employment Officer reports to the Deputy Chief of Party.
Responsibilities
- Develops and implements project approach to enhancing local capacity for empowering youth to enter the workforce;
- Designs and facilitates stakeholder consultation with youth, the business community, the Secretariat of Education, civic organizations, and others to inform project approach and activities; and
Supervises provision of technical assistance and training to achieve project objectives.**Qualifications**
Master's Degree in education, economics, business, or other relevant degree;
At least ten years of experience in workforce development, jobs creation and/or placement in a context of innovative, entrepreneurial youth enterprises;
Experience with Positive Youth Development (PYD) Programming;
Solid network of high-level contacts with trade associations, businesses owners, General Managers and Human Resource Managers across-different sector of the economy and the Honduran geography is highly desirable;
Thorough understanding of the Honduran Labor Market and Labor Laws desired but not required;
Previous work experience as an executive in commercial or non-commercial job placement and career services companies or organizations is desirable;
Demonstrated entrepreneurial capacity and an established track record of independent management;
Demonstrated experience creating and fostering strong private sector partnerships and other synergistic arrangements in programs; and
Language Proficiency:
- ILR Level 4 – Full Professional Proficiency in Reading, Speaking, Listening and Writing (or equivalent) in English Required.
- ILR Level 3 – Working Professional Proficiency in Reading, Speaking, Listening and Writing (or Equivalent) in Spanish is required.
