Introduction

AIR is a US-based not-for-profit company specializing in behavioral and social science research and evaluation. AIR’s International Development Program seeks to enhance the capacity of people in developing countries to improve their quality of life through education and social development. We have worked in collaboration with local and international stakeholders in more than 80 countries over the past three decades. We seek to ensure children’s equitable access to all levels of education; improve the quality and relevance of education; and empower individuals, communities, and institutions as agents of social and behavioral change. In anticipation of a USAID-funded reading project in Honduras, AIR is seeking a senior level Monitoring and Evaluation (M&E) Specialist based in Honduras.

Position Summary

The M&E Specialist will be responsible for ensuring that project M&E is conducted in accordance with the project’s Performance, Monitoring and Evaluation Plan. Responsibilities include but are not limited to:

  • Develop appropriate and participatory M&E systems and tools at national and regional levels;
  • Develop and implement a program-wide M&E data base system;
  • Prepare an M&E manual that can be used by the project’s M&E staff;
  • Design and carry out rapid assessments to monitor program activity;
  • Process and analyze data to inform program decision making and formative adjustments;
  • Ensure that accurate, up-to-date monitoring data is included in all project documents;
  • Provide training as needed to AIR and partner M&E staff; and
  • Provide technical support in M&E system strengthening for partners and stakeholders.

Reporting Relations

This position will report directly to the project’s Chief of Party and will supervise the work of a local monitoring and evaluation team. This person will also collaborate with AIR’s M&E and research staff based in Washington, D.C.

Qualifications and Experience

Education and Experience:

  • Bachelor’s degree in education, statistics, research, social sciences or other relevant field from an accredited university required; Master’s degree preferred.
  • Minimum seven years of experience in M&E and research and related activities; supervisory experience required.
  • Previous experience on development projects with international organizations required; previous USAID experience strongly preferred.

Knowledge, Skills and Abilities:

  • Demonstrated ability to design and implement M&E systems and procedures.
  • Proficiency in relevant computer software, such as spread sheets and statistical applications; Microsoft Office suite required (Word, Excel, PowerPoint).
  • Strong analytical and organizational skills.
  • Ability to communicate clearly both orally and in writing; ability to draft technical reports.
  • Ability to take initiative and work cooperatively in a team setting; strong leadership skills.
  • Fluency in Spanish language required (comprehension, reading, and writing).
  • Intermediate knowledge of English required; proficiency or fluency in English language preferred.
  • Ability to work under pressure and manage time effectively.
  • Ability to comply with and to model ethical research and work guidelines set forth by AIR.
  • Knowledge of the Honduran basic education sector.
  • Willingness to travel within Honduras.
