Overview

Creative Associates International seeks a Monitoring and Evaluation (M&E) Specialist for the anticipated USAID-funded youth workforce development, employment and inclusion opportunity in Honduras. The M&E Specialist provides technical oversight and guidance to the project's research design, monitoring and evaluation efforts. Working with the Home Office M&E counterpart, s/he is responsible for ensuring that the program is able to track and report indicators in the Measurement, Evaluation and Learning plan for the program to ensure both technical and management monitoring of program implementation and achievement of outcome and impact level indicators, with needs-based support from Headquarters.

Reporting and Supervision:

The M&E Specialist will report to the Chief of Party.

Responsibilities

  • Establishes and manages the overall activity system to track progress towards meeting contract results, indicators and targets;
  • Ensures the performance monitoring, action research, and evaluations are consistent with program results and track activity progress towards achieving targets and results;
  • Makes operational decisions and manages the various components of the program dealing with M&E;
  • Manages data collection, analysis and reporting on performance indicators by project team members and project counterparts;
  • Develops the Project Management Plan setting out specific quantifiable performance indicators and targets for overall objectives and activities and establishing monitoring systems to measure project progress;
  • Leads writing of quarterly technical and financial reports; and
  • Utilizes critical inputs, feedback, and assessments from evaluation partners to inform changes in program approaches and scale-up.

    Qualifications

  • Minimum of a bachelor's degree in measurement, statistics, demography or other relevant field and at least seven (7) years of experience in Monitoring and Evaluation; Masters or advanced relevant post-graduate certificates or coursework is desirable;

  • Knowledge and capability of GIS dashboards and geocoding;

  • Proven experience in implementing and overseeing measurement, evaluation and learning activities in education, workforce development, or similar sector;

  • At least seven (7) years of experience in monitoring results and indicators of reading improvement related activities;

  • Experience in USAID funded projects is highly desirable;

  • Demonstrated experience in program evaluation with and quantitative skills;

  • Excellent written and verbal communication skills and relevant computer software skills with proficiency in Excel and other data management systems;

  • Professional proficiency and fluency in written and spoken Spanish; and

  • Proficiency in English is highly desirable.
