Human Resources Manager - Central America

Do you want to join our team in Central America?

We are looking for a Human Resources (HR) Manager to ensure our new organisational structure and operation in Central America is adapted to NRC standards and to local labour legistlation.

NRC has had operations in Honduras since 2014, managed from NRC’s Country Office in Bogota. The activities have since expanded to El Salvador, and through partners in Guatemala and Mexico. By the end of 2019, NRC reached its growth limit in Central America under the existing structure. In the meantime, the analysis of the humanitarian situation shows growing needs, with the number of people in need of humanitarian assistance in El Salvador, Guatemala and Honduras now estimated at 5.2 million against 3.5 million in 2016. Based on the assessment of the humanitarian situation and of NRC’s internal structure, the decision has been taken to establish North Central America as a separate country office. The country office will be based in Honduras and also cover activities in El Salvador, Guatemala and Mexico. The initial focus will be on Honduras and El Salvador.

The HR Manager will report to the Country Director

Duties and responsibilities

Ensure our new organisational structure and operation in Central America is adapted to NRC standards and to local labour legistlation.

  • Implement NRC’s HR and admin systems and procedures
  • Ensure that country set up adhere to Employment standards, HR policy and other NRC policies
  • Ensure compliance with the local labor law
  • Training, support, control and development of HR teams
  • Support and train of all staff with HR responsibilities/ personnel management
  • Management of the HR team
  • Provide regular HR analysis and reports
  • Ensure safe and standardized filing of personnel documents in all offices
  • Promote the rights of IDPs/returnees in line with the advocacy strategy

  • Participate in the Country Management Group

  • To lead the adaptation of NRC HR policies and procedures, including the adaptation of NRC’s Terms of Employment to Honduras/El Salvador Labour Law.

  • Responsible for ensuring the NRC pay structure for national staff is relevant in Honduras/El Salvador and in line with NRC policy.

  • Contribute to ensuring the organisational structure in the operation is in line with NRC guidelines and programmatic needs

  • Oversee recruitment and induction of new and replacement staff as the organisation scales up and prepares to introduce additional core competencies/programmes.

  • Plan and roll-out NRC’s Induction package, NRC Way, for all staff.

  • Be the focal point for ensuring processes and procedures are in place to ensure Duty of Care for all staff.

  • Work closely with NRC Regional and Global HR to roll-out additional measure for the Prevention of Sexual Exploitation and Abuse (PSEA)

  • Ensure that all HR data is stored in compliance with data protection requirements.

  • Jointly with the other members of the Country Management Group, work to promote gender equality in the organisation, including through careful research of obstacles to female staff recruitment, retention and promotion, in the Honduras/El Salvador context.

Qualifications

  • Minimum 3 years of experience from working as a senior HR Manager in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profil

  • Fluency in Spanish and English, both written and verbal

Personal qualities

  • Knowledge of Honduras/El Salvador legislation will be an advantage
  • Experience in start-up is an advantage
  • Knowledge in INGO sector is an advantage
  • A sense of humor is an asset!

Duty station: Tegucigalpa, Honduras with approx 30 % travel .
