Position Summary:
Creative Associates seeks candidates for the upcoming USAID-funded Justice, Human Rights, and Security Strengthening (JHSS) Project. The Community Policing Component Senior Manager will lead flexible, innovative, and rapid programming activities under Component Three (Increased Effectiveness of Community Police) of the project. The primary function of this position will be to ensure that Component Three is successfully implemented by improving the performance, efficiency and accountability of community policing; establishing relationships and confidence between the police and community members; and broadening effective presence of community police into new communities. The Senior Manager will work to build relationships between justice operators, communities, and civil society to improve trust in the police from communities.
The Senior Manager will ensure that all processes under Component Three comply with governing USAID regulations, Task Order specifications, and Creative policy and procedures. The positions will be based in Tegucigalpa with travel as needed. The Senior Manager will report to the Chief of Party. Additionally, s/he will advise USAID colleagues and project leadership on the evolution of Community Policing and on how to continuously adapt the program to ensure that it remains relevant, effective and immediately takes advantage of programming opportunities as they arise. This position will be based at the head office, located in Tegucigalpa, with program activities expected to be carried out nationwide.
Reporting & Supervision:
Reporting to the Chief of Party, the Community Policing Component Senior Manager will provide technical leadership to the Program Development Officers and Community Based Officers, and oversight to the Administrative/Logistic Officer who will support activity development, activity implementation, oversight and reporting.
Primary Responsibilities:
- Develop critical relationships with host government entities and local partners, primarily justice operators, ensuring that relevant stakeholders are included in grant activities;
- Oversee implementation of the program’s community-policing strategy in Tegucigalpa, including liaising with other donors, providing guidance to the National Police on strategies to implement, and guiding USAID’s and INL’s strategy;
- Strengthen the capacity to of targeted police institutions to engage in policing strategies that demonstratively contribute to crime and violence reduction;
- Coordinate the piloting, testing, and introduction of sophisticated violence prevention deterrence and focused deterrence interventions;
- Lead the implementation of the model to initiate and expand effective community police presence into new communities;
- Support COP in supervising implementation of all program activities in the assigned region, especially ensuring that the local cohesion implementation strategy incorporates support to justice operators;
- Identify, coordinate and establish relationships with Security Secretariat, National Police, Public Ministry, INL and other donors as required for implementation of the program’s strategy;
- Guide the development of initial relationships between police and community members;
- Guide the Tegucigalpa-based program team by providing information, coordinating meetings and establishing strategies for incorporation of Community Policing activities;
- Supervise design and implementation of grants and STTA activities with justice operators including National Police, Security Secretariat and Public Ministry at local and national level;
- Serve as point of contact to INL in the assigned region, including coordinating USG efforts to support police and community-policing initiatives; and
- Serve as POC for Tegucigalpa-based Justice Operators’ Leahy Vetting and renewal verification.
Required Skills and Qualifications:
- Minimum of five (5) years professional experience working in complex and challenging field operational contexts;
- University degree in political science, development or other related social sciences field is required. Master’s degree desired;
- Prior experience with international development organizations, particularly with transition programming, and/or programs involving justice operators and community-level engagement;
- Familiarity with policies and procedures in regards to financial management, financial reporting, procurement processes, systems and grants management at international organizations;
- Previous experience working in Tegucigalpa;
- Strong analytical, organizational and communications capacity; and
- Fluency in oral and written communication skills in both English and Spanish.
