Position Summary:
Creative Associates seeks a Finance and Administration Manager to support the implementation of the Alianza Corredor Seco (ACS)-PROSASUR, Cluster 2 Project implemented in partnership with INVEST-HONDURAS. The project's general objective is to sustainably increase the income, nutrition and hygiene conditions of rural poor and extremely poor households in the Southern Dry Corridor of Honduras. Its specific objectives are to improve agriculture production and food security, nutritional education, diet diversification, and household hygiene infrastructure. The Finance and Administration Manager will oversee all financial and administrative transactionsoccurring under the Project, and will ensure full financial, administrative and contractual compliance of all Project activities and its beneficiaries with government and other relevant regulations.
Reporting and Supervision:
The Finance and Administration Manager will report directly to the Project Director or Chief of Party and will also have indirect supervision by HQ Finance team.
Primary Responsibilities:
- Coordinate and supervise the overall financial management of funding to the Project and of all administrative matters related to Project activities;
- Elaborate periodical financial reports for INVEST-HONDURAS and liquidation of funds;
- Coordinate and Supervise the accounting system and upload reports for Creative Finance HQ division;
- Establish internal control systems as well as accounting and financial reporting protocols according to INVEST-H requirements to guarantee funding channeled to the Project beneficiaries;
- Coordinate all related tax reports and tax exemptions for the Project;
- Manage the project HR and security related matters; and
Liaise with Banks, financial institutions and INVEST-H finance division for all project finance related topics.
Required Skills & Qualifications:Bachelor's degree in accounting, finance, economics or related disciplines. For accountants: certificate of suitability to practice the profession of authorized public accountant (CPA);
Successful completion of diplomas, courses and seminars on financial management of projects financed by international bodies;
Seven (7) years of experience in financial management; at least five (5) years on internationally financed projects in Honduras, preferably those financed by the World Bank, Inter-American Development Bank or USAID;
Experience and knowledge of finance, budget management, projects administrative controls and accounting;
Knowledge of procurement proceduresand disbursement procedures by government or financial entities;
Proficiency in computer programs, including excel and finance software;
Experience creating financial reports; and
English working fluency.
