HALO is seeking an experienced EOD Technical Adviser to become part of our weapons and ammunition management project in Guatemala, Honduras and El Salvador where HALO is enabling the disposal of obsolete stockpiles of ammunition and SALW as part of a more extensive Physical Security and Stockpile Management (PSSM) programme. HALO is working directly with the national authorities in a capacity development capacity so to ensure a sustainable, long-term solution.
The Explosive Ordnance Disposal (EOD) Technical Adviser will work under the direction of the Project Manager and the Head of Region in support of HALO’s broader country goals. The successful candidate will be primarily responsible for managing HALO’s Explosive Ordnance Disposal and Stockpile Management activities which will include the delivery of technical training courses to host nation security personnel.
The EOD Technical advisor will ensure that the programme is on target to deliver its contractual obligations, to include:
- Ensuring that the highest standards are maintained across all of HALO’s operational events
- Evaluating the host nation’s stockpiles and identifying weapons and ammunition for disposal
- The Hands-on delivery of EOD operations in conjunction with the host nation’s national capacity
- Planning and delivering IMAS Levels 1, 2 and 3 training courses
- Discussing the project and national capacity training needs with the Project Manager and Head of Region
- Familiarisation with in-country EOD and operating procedures, particularly any restrictions which are unique to the country
- Monitoring the quantity and state of host nation explosive resources in-country and making recommendations to the Project Manager for additional activity investment
- Reviewing existing host nation explosive/ammunition storage and accounting procedures and assisting in their monitoring and improvement
- Delivering training on the safe and secure storage of SALW and ammunition as required
- Reviewing explosive storage arrangements and advising on measures to bring conditions into line with International Ammunition Technical Guidelines (IATG) and International Small Arms Control Standards (ISACS) guidelines
- Supervising the safe transportation and storage of ammunition
- Mitigating the overfilling of ammunition stores and armouries
- Helping to develop training packages and regionally orientated standard operating procedures
Requirements:
- Proficient spoken and written Spanish is required
- Good level of spoken and written English required
- IMAS Level 3 (or higher) Explosive Ordnance Disposal qualification
- Ammunition Technician qualifications of benefit
- Experience in delivering EOD training, instruction and the general development of national capacities
- Technical knowledge– a comprehensive understanding of the principles behind storing and processing ammunition in base depots or field storage sites at home or on operations
- Communication Skills– effective spoken and written communication and an ability to build effective working relationships
- Creativity and Innovation– strong analytical and problem-solving skills and the ability to handle a range of management and coordination issues
- Experience working in and living in harsh and remote environments, and in close proximity to others
- Good IT skills are essential
- Military background beneficial
Start Date: The successful candidates should be ready to deploy as soon as possible.
Duration: The fixed term contracts will be for an initial period of six(6) months with the potential for extension subject to funding continuation and acceptable performance
