El Salvador: Project Director, LAC DHAPP

The international division of Medical Care Development, Inc., MCD, was founded in 1977 as a global non-profit organization. MCDI uses practical, evidence-based, and high-impact approaches to strengthen health systems in developing countries. For almost 40 years, MCDI has implemented public health programs in over 40 countries aimed at targeting the world’s most vulnerable populations. MCDI collaborates with donors, national governments, the private sector, health agencies, communities and local stakeholders to improve health and save lives in the following areas: malaria control; water, sanitation and hygiene; HIV/AIDS; and other communicable diseases.

MCDI is currently seeking candidates for Project Director (PD) to lead a 4-year project funded by the U.S. Department of Defense HIV/AIDS Prevention Program (DHAPP) in Central America. The program will support the Armed Forces in Guatemala, Honduras, and El Salvador to reach sustainable control of the HIV/AIDS epidemic through the pillars of transparency, accountability, and impact with an emphasis on capacity building across all activities and technical areas. The Project Director will provide management oversight, and guide the project’s vision, direction and technical implementation. The PD will work in coordination with partner militaries’ HIV prevention and health services, the DHAPP/DoD Program Manager, DHAPP supported implementing partners, other bilateral agencies with similar objectives, and the DHAPP Headquarters Team.

Location: TBD, Position will require frequent regional travel (up to 75%)

Expected Position Start Date: This position is contingent upon donor funding

Accountability: This position reports to the Senior Program Manager based in the home office

Essential Job Functions:

  • Provides overall leadership, strategic direction and management to ensure the quality of processes and results of all Project activities;
  • Provides overall management and oversight of the operational, technical, financial and administrative aspects of the Project;
  • Provides leadership in Project monitoring, evaluation, and reporting and is responsible for ensuring that the project achieves the benchmarks as per the Project Monitoring and Evaluation Plan;
  • Acts as a main point of contact with the donor and as the key liaison between the donor, MCDI and other stakeholders involved in the implementation of the Project;
  • Develop and implement all project planning including annual work planning, staffing, M&E planning, budgeting and reporting processes (quarterly and annually) in accordance with DHAPP and PEPFAR rules and regulations.

Qualifications, Skills and Experience Required:

  • Advanced degree in public health, health systems, health policy, international development, or related field; an Medical Degree (MD) or Bachelor of Science in Nursing (BSN) preferred

  • Minimum of 6 years of experience in senior management roles leading technical and administrative teams for TB and/or HIV/AIDS testing and treatment projects; experience implementing index case testing a plus

  • Minimum of 4 years’ experience in providing oversight to data collection, analyses, systems, and training on the use of data for decision-making required

  • Experience managing quality improvement and quality assurance in data and service delivery required; QI/QA in laboratory procedures a plus

  • Demonstrated experience in client and stakeholder management, developing project work plans, budgets, and managing project implementation

  • Experience leading donor-funded projects in Guatemala, El Salvador or Honduras, preferably USG or USAID-funded

  • Demonstrated understanding of USAID/PEPFAR administrative, management and reporting policies, procedures, and systems

  • Strong inter-personal and communications skills

  • Professional fluency in both Spanish required; English is preferred

  • Willingness and ability to travel regionally throughout El Salvador, Guatemala, and Honduras
