Honduras: Team Leader – Mid-Term Evaluation of the program

IDLO began working in Honduras in 2012 within the framework of the EUROsociAL II Program, dedicated to the promotion of social cohesion in Latin America. In March 2015, with funding from the United States Department of State, IDLO developed the proposal for the program Reducing Homicides through Access to Justice (RHAJ). Recognizing the complex nature of the issue of violence and homicide, IDLO targeted two neighborhoods, Chamelecón and Rivera Hernández. The program has following goal and outcomes.

Program Goal:** To reduce violence and homicide through improved access to justice in Chamelecón, Rivera Hernández and Satellite neighborhoods of San Pedro Sula, Honduras.

Program Sub-Goal:** Increase confidence in the Justice system through an improved access to justice for women, victims of violence and vulnerable groups and trough an enhancement of the criminal system and legal response to both victims and offenders (adults and adolescents) in Honduras.

Program Outcomes

  1. Legal and support services to victims of gender-based violence (GBV), domestic and intrafamilial violence at the municipal level improved, through the establishment of administrative procedures, processes and regulations and a better coordination among relevant institutions according the implementation of the National Decentralization Policy.

  2. Access to justice mechanisms for prisoners improved and transparent procedures and regulations related to the enforcement of the criminal sentences developed and put in place both in San Pedro Sula and at country level.

  3. A theoretical Legal Framework for restorative justice established and rehabilitation and reintegration mechanisms for prisoners developed.

  4. Process to draft an adolescent criminal justice system at national level supported.

THE ASSIGNMENT

In order to assess the progress of RHAJ program through a Mid-Term Evaluation, IDLO is looking to recruit an Evaluation Team Leader.

  1. The incumbent will report to the IDLO Evaluation Unit, and the Director of Research and Learning, with day-to-day supervision of the Evaluation Manager. She/he will be expected to carry out the following key duties in line with the detailed evaluation Terms of Reference (link):

  2. Conduct an in-depth desk review of: relevant Honduras national strategies, and program documents and reports;

  3. Reconstruct the program’s Theory of Change and develop the Evaluation Questions and Indicators;

  4. Identify methodological approaches and tools to capture data (e.g. interviews and focus group discussions), in line with the expected evaluation results;

  5. Organize and manage data collection with the (Junior) Evaluation consultant, administering it with program stakeholders and beneficiaries such as program trainers, trainees, and other stakeholders relevant for the evaluation’s scope. This includes setting up and conducting key informant interviews and focus group discussions (FGDs) with relevant program stakeholders.

  6. The incumbent will undertake the in-depth analytical work to produce Inception Note and Evaluation Report in all draft and final versions. In particular, the incumbent will prepare the following deliverables:

  7. Prepare an Inception Note (presenting the situational background, the evaluation design and the list of key informants in the field)

  8. Prepare a draftEvaluation Report (presenting the evaluation findings, conclusions/lessons learned and recommendations where the “causal link” is strictly observed)

  9. Finalize Evaluation Report, incorporating feedback from all relevant program stakeholders.
