Finn Church Aid (FCA) has entered into a three year agreement with the Eritrean national Commission for Higher Education to form an educational partnership aimed at revitalizing the education system in Eritrea. The agreement will run until December 2017.
Finn Church Aid (FCA) is looking for a consultant/s to support the development of a robust communication for development (C4D) strategy in Eritrea.
The purpose of the consultancy is to develop a robust communication for development (C4D) strategy in Eritrea about the Right to Education.
This call is open to 15th November 2015, 15 pm. FCAis looking for a consultant/firm that can start as soon as possible. Required qualifications and experience for candidates and requested attachments
· Proven experience in teaching hands-on filmmaking for the purposes of action research
· Proven track record in developing multimedia productions to raise local and international awareness of key development issues (including gender, education, and poverty) and stimulate community action.
· Proven expertise in developing unique distribution and community engagement activities in development contexts that have exceptional resource constraints.
· Experience working with marginalized groups in East Africa, including rural and semi-literate or illiterate populations.
· Proven success in engaging local and international audiences on key development issues.
· Fluency in oral and written communication in English.
· Relevant Master’s degree.
The consultant is expected to travel to Eritrea for a period of 25 days during the time of the consultancy.
The consultant/firm is requested to attach a proposal (including detailed budget), name of referees with contact details and provide references of similar consultancies. References shall include description of the service provided, lengths of contract and contact details of the customer. References are used in evaluation of the bids.
Selection criteria:
In evaluation of the bids the fee of the consultancy is emphasized up to 50% and quality up to 50%. When quality is evaluated, criteria used are the following:
- Experience in developing multimedia productions for awareness, advocacy, and community mobilization (20)
- Experience working with marginalized groups including rural and semi-literate or illiterate populations. (15%)
- Earlier experience in Africa, with special attention to the Horn of Africa (15%)
Payment
The consultancy fee is to be announced as a detailed budget, including the travel costs. (See Terms of Reference for more details).
The consultant takes care of all the responsibilities of its employee/s where necessary with relation to Finnish and eventual relevant foreign officials and respective duties in accordance with the Finnish and other eventual relevant laws during the term of the contract.
The consultancy is further responsible for payment of all social costs, other employment related costs, insurances and for all other liabilities of a statutory nature.
