Position Summary:
Creative Associates seeks a Market Access and Trade Facilitator for an upcoming USAID-funded program in Honduras. The overall goal of the activity is to foster competitive, resilient, and inclusive market systems that provide increased opportunities that incorporate poor, marginalized Hondurans and recue incentives to migrate.
The Market Access and Trade Facilitator will provide technical leadership to open/strengthen access to domestic and international markets for Honduran selected value chains. S/he will provide technical direction and implementation oversight to support increased trade and market access domestically and internationally, including value addition, and improved producer and agribusiness practices.
Reporting & Supervision:
The Market Access and Exports Facilitator will report to the Chief of Party.
Expected Outcomes:
- Expert-level contributions to the team;
- Technical direction, managerial support and fiscal oversight of assigned activities;
- Dynamic representation of Creative before clients and critical audiences; and
- Supervision and nurturing of staff in the field and the corporate office.
Primary Responsibilities:
- Develop market facilitation strategies to foster private sector linkages across the value chain and increase access to the domestic and international markets;
- Conduct a comprehensive assessment on public/private actors’ capacity, market linkages, constraints, and potential to meet demands of domestic and international markets;
- Assess policies and regulations affecting the agricultural sector, particularly the production, processing and trade of high value crops;
- Coordinate with private sector stakeholders to identify key solutions to address identified constraints with a private sector focus
- Enhancing trade flow of Honduran products domestically and within the region;
- Facilitate events to support direct business linkages, including trade shows and expos, inward buyer missions, B2B events, and other forums.
- Coordinate with GoH and private sector stakeholders to build the capacity of national export promotion agencies to develop new marketing and matchmaking strategies to link export-focused firms with buyers, traders, and other international market actors.
- Provide and coordinate technical assistance to Honduran agribusinesses, processors, traders and other enterprises in targeted sectors to improve product offerings and prepare exporters to meet international demand and specifications;
- Identify and strengthen market actors who can provide critical value chain services and technical assistance directly;
- Design, develop, implement Public-Private Partnerships (PPPs) in support of improved export competitiveness across the region, and oversee efforts to measure the impact of these PPPs; and
- Contribute as a member of the program’s senior management team in terms of defining and implementing program strategy.
Required Skills & Qualifications:
- Advanced degree in agricultural economics, business, economics, finance, or other relevant field, or equivalent work experience;
- Minimum of 10 years of experience in private sector, M4P, market systems, market facilitation for domestic and international markets, competitiveness, trade, and export development;
- Demonstrated experience designing and implementing interventions that contribute to resilience building, livelihoods diversification, and economic growth across the value chain;
- Experience integrating gender and youth programming into market access and market development programs;
- Demonstrated experience in the design and implementation of private sector-led development interventions, buyer-led approaches, M4P, and sustainable market integration and development;
- Ensure dissemination of best practices and lessons learned across market actors;
- Demonstrated experience working with senior-level host country counterparts;
- Demonstrated experience in the design and/or implementation of innovative financing mechanisms for ag value chains;
- Demonstrated experience in technology transfer and design and development of relevant capacity building to market actors and relevant stakeholders.
- Ability to work and quickly adapt in a complex and fluid regional environment;
- Proven understanding of Honduran’s operating and market environment, regional trade, trade agreements; and
- Strong written and oral communication skills and fluency in Spanish required, knowledge of English preferred. National Honduran strongly encouraged to apply.
- Willingness to travel within Honduras up to 40% of the time.
