Country Director, El Salvador, Guatemala, and Honduras (One position per Country)
ACDI/VOCA is seeking Country Directors for an anticipated Program in El Salvador, Guatemala, and Honduras funded by USDA. The Program will address root causes of migration via a holistic approach (Seed to Port) in horticulture. More specifically, the project will focus on implementing international and risk-based Sanitary and Phytosanitary Regulations (SPS) measures, implement measures under existing Trade Facilitation Agreements (TFA), and assist in strengthening Climate Smart Agriculture (CSA). It is anticipated to start in 2022.
The Country Directors will support the Chief of Party in providing leadership management and general technical direction for the Program, ensuring an integrated vision among different components and actors and a focus on achieving the results defined in the contract. They will support the overall knowledge management process, contributing to quarterly reports and the M&E process. The positions will be based in El Salvador, Guatemala, and Honduras.
Responsibilities
- Design the Activity’s systemic, inclusive, and facilitative implementation approach
- Provide technical leadership, implementation oversight, and day-to-day quality control of deliverables
- Lead the relationship and engagement with the governmental entities related to SPS, trade facilitation and CSA
- Play a lead role in interacting with key implementing actors and other development partners
- Coordinate with the Chief of Party on a regular basis to discuss operations, field activities, successes, and potential issues and risks; participate in regular planning processes
- Prepare work plans, financial, logistical, and other documents to facilitate the successful, responsive implementation of the Program
- Ensure all relevant parties implement interventions as per the Activity’s design, objectives, workplans, and technical specifications
- Monitor ongoing grants and attend events related to grant activities
- Mainstream gender and social inclusion in the design and implementation of interventions; ensure that activities help to close gender gaps by empowering women as entrepreneurs through training in financial literacy, business skills, and technical knowledge
- Facilitate the development of a robust learning culture within the technical team, adopting an adaptive management style and providing regular opportunities for the team to capture and digest learning from implementation
- Ensure appropriate security procedures and duty of care are followed by satellite office staff
Qualifications
- Bachelor’s degree in business, agronomy, agribusiness, agricultural economics, or related field required; advanced degree preferred
- Minimum 7 years of professional work experience managing agricultural, value chain or economic development projects
- Successful track record of leadership in USDA or other US Government-funded projects preferred
- Excellent written and verbal communication skills
- Fluency in English and Spanish required
