Monitoring & Evaluation (M&E) Director, El Salvador, Guatemala, or Honduras
ACDI/VOCA is seeking a Monitoring & Evaluation (M&E) Director for an anticipated Program in El Salvador, Guatemala, and Honduras funded by USDA. The Program will address root causes of migration via a holistic approach (Seed to Port) in horticulture. It is anticipated to start in 2022.
The M&E Director will manage the overall M&E of the program. They will track and analyze project indicators and other useful statistics to prepare high-quality and timely reports using the recommended formats and communication channels. The position will be based in El Salvador, Guatemala, or Honduras.
Responsibilities
- Provide oversight of the M&E database, using it to track progress and trends, generate reports, and conduct data quality checks.
- Coordinate with program teams to develop and update the Performance Monitoring Plan and work with the donor on its implementation and updating.
- Ensure M&E quality and standards adhere to guidelines and industry standard good practices. Recommend adjustment of policies and strategies where required.
- Conduct regular field visits to monitor community projects for compliance, efficiency in implementation, and overall satisfaction of beneficiaries and stakeholders.
- Participate in evaluations, selected research activities, and baseline surveys by providing the necessary program and organizational support.
- Actively participate in knowledge management to capture relevant formal and informal information that will inform decisions, support project reporting requirements, and foster learning within the project.
- Support and guide the design of interventions to increase the flow and effectiveness (leading to behavior change) of information based on assessments allowing for ongoing shifts.
- Facilitate regular staff meetings to share experiences and lessons, brainstorming ways to apply new learning.
- Coordinate the refinement of the Theory of Change, logical framework, and migration indicators.
- Apply GIS tools to improve decision-making and management for results.
- Design learning approaches that enable analysis of data, context and emerging experience as well as foster iterative adaptive management for the project's technical approaches.
Qualifications
- Bachelor’s degree in evaluation, public policy, quantitative economics, statistics, or related field is required; advanced degree preferred.
- Minimum 7 years of progressive professional experience in monitoring and evaluation of USDA-funded international development projects.
- At least 5 years supervisory work experience, including direct supervision of professional and support staff and evaluation of staff performance and deliverables is preferred.
- Proven experience and skills in quantitative and qualitative research methods, survey design and implementation, and statistical data analysis are required.
- Excellent written and verbal communication skills.
- Fluency in English and Spanish required.
