Position Summary

PADF seeks a full-time Monitoring and Evaluation (M&E) Officer for a U.S. Department of Labor (USDOL) Project. This 4.5 -year project will increase collective action to address child labor, forced labor, and other unacceptable conditions of work in El Salvador, Guatemala, and Honduras. The M&E Officer will lead the establishment of monitoring and evaluation processes to measure program effectiveness and inform the design and implementation of evidence-based interventions including necessary evaluation assessments. It is expected that she/he will interact closely with people of African descent, Garifuna, and indigenous communities and implement tools to measure an increased gender and racial equality within the child and forced labor realms. This position will be based in Honduras or Guatemala. Fluency in written and spoken English and Spanish is required.

Responsibilities

  • Lead development of the MEL plan and relevant capacities across a team of experts, advisors, partners, and staff.
  • Design, develop and deploy tools, protocols, and procedures for data collection and performance monitoring, as well as the baseline, midline, and end-line assessments, as needed.
  • Develop systems to establish, document, and monitor benchmarks, performance goals, and indicators across program activities.
  • Support grantees in designing program log frames, indicators, and data collection methods, monitoring field-level grantee activities, and training grantees in monitoring and evaluation (M&E).
  • Coordinate MEL activities according to the approved plan and in consultation with State Department and key stakeholders, including data quality assessments and mid-term and final assessments.
  • Oversee an iterative cycle of learning practices, including multiple feedback loops, modules, pause and reflect sessions, and collaborative learning.
  • Lead high-quality report preparation, capturing results of key activities and indicators to ensure that information is complete and verified for timely submission to the donor.
  • Travel to areas of intervention within target countries and PADF headquarters in Washington DC as needed and as international public health conditions allow.
  • Perform other duties as required.

Requirements

  • Minimum of five years of professional experience in a senior M&E position responsible for implementing M&E activities of an international development project, preferably for a project addressing labor-related issues, including child labor, forced labor, and other unacceptable conditions of work.

  • Bachelor’s or Master’s degree in statistics, demographics, public policy, international development, economics, or related field; or, ten (10) years or more of related work experience. (If qualifying with a Bachelor’s degree, it is preferred that the candidate also hold an advanced certificate in M&E, statistics, or economics.). Demonstrated experience in effectively designing, implementing, and operating project M&E systems from project initiation to closeout stages. Understanding of gender, racial, and equity issues in Central America. Experience developing and refining data collection tools and analyzing data.

  • Fluency in English and Spanish is required. Fluency includes speaking, listening, reading, and writing.

  • Must be legally able to work in either Guatemala or Honduras.

Preferred Qualifications

  • Proven experience collaborating with organizations led by people of African descent, Garifuna, and indigenous communities in Guatemala, El Salvador and/or Honduras
  • Experience evaluating behavior-change communication campaigns
  • Knowledge of USG donor rules, regulations, systems and procedures, specifically pertaining to USDOL
  • Preference for local nationals
