GOAL Background
Mission and Vision
GOAL began operations in Latin America and the Caribbean in 1998, when the organization responded to the devastation caused by Hurricane Mitch in Honduras, which left more than 10,000 people dead or missing, displaced hundreds of thousands and set back economic development in the sub-region by decades. In the years that followed, GOAL implemented a major emergency rescue and recovery program focused primarily on Honduras, which was the country most affected by the disaster. Following this relief effort, GOAL established a regional base in Tegucigalpa, Honduras, from where it began to develop a broader program in the LAC (Latin America and the Caribbean) region to respond to the humanitarian needs of this disaster-prone region and to address the root cause of vulnerability and poverty related to high levels of social exclusion and inequality.
GOAL currently employs around 200 staff in the LAC region and implements projects/programs in Honduras, Colombia, and Haiti, with specific activities in El Salvador, Guatemala, Dominican Republic, Paraguay and Uruguay.
General Position Summary:
The Knowledge and Grants Management Team Leader is responsible for the strategic direction and coordination of the Knowledge and Grants Management Unit, composed of the 1) Grants, 2) Monitoring and Evaluation and 3) Communications units, through: a) effective and efficient management of GOAL's existing and expanding country portfolio; b) timely capture of the real impact of GOAL projects and programs in communities and in the lives of beneficiaries; c) and real-time communication and visibility to key stakeholders (government, civil society, donors, beneficiaries and staff) of this impact, to ultimately improve GOAL's positioning at the national and regional level. The incumbent will support the Honduras and Colombia offices and will work on a regular basis with HQ, SMT, managers, donors, and other key stakeholders. He/she will report directly to the Country Director. The Team Leader will be expected to lead and contribute to the harmonization and standardization of processes, strategies, and systems within and across the three units under his/her charge, and to lead, monitor and improve the Knowledge Management Strategy.
Essential Job Functions/Responsibilities:
Knowledge Management
- Creation, implementation and development of processes, methodologies, and mechanisms to generate knowledge and institutional learning, and communicate findings and recommendations to senior management and project teams for timely decision making.
- Development of training and technical assistance processes for staff in the correct implementation, improvement and updating of procedures and tools of the Knowledge Management system.
- Maintain constant feedback with Senior Management and Project Managers to review progress, strategies, discuss and propose necessary changes.
- Ensure an adequate flow of communication between your team, Senior Management, Managers, and other working units.
Grants
- Lead/oversee the monitoring of new funding opportunities, donor trends, potential partners (other international NGOs, government ministries, UN agencies, bilateral donors, foundations and private companies), based on GOAL's strategic plan. Analyze and communicate opportunities to senior management.
- Lead, directly contribute to, and coordinate the process of developing high quality concept notes, expressions of interest, and proposals (in Spanish and English); ensuring timely delivery to donors and overseeing the harmonization of approaches, systems and procedures for all grant management at the local level.
- Support or lead the submission of proposals/concept notes/expressions of interest.
- Lead, coordinate and oversee the development of Project Review Forms (PRFs) for submission of new proposals to HQ.
- Support or submit/present new funding opportunities to HQ through Project Review Committees (regional, global, and others).
- Support Senior Management and the Grants Manager in managing relationships and communications with donors, NGOs, civil society and government, lead communication where applicable.
- Create, direct, monitor, improve the grants management system (including project/program performance) through the Grants Management Tracker to support decision makers (Senior Management and managers).
- Review, improve and monitor the institution's annual funding strategy.
- Lead the delivery and compliance and development of donor proposals, ensuring a strategy for new donor opportunities under new proposal processes, reporting and the design of monitoring and evaluation programs.
- Prepare program background information and documentation, update and monitor relevant data for Programs.
- Support the preparation and revision of the Risk Register for Honduras and Colombia.
- Support the development of the ACP (Annual Country Plan) as required.
- Support the preparation of periodic GOAL reports as required.
MEAL (Monitoring, Evaluation, Accountability and Learning)
- Create, lead, improve the MEAL strategy.
- Direct, contribute directly or lead the design of monitoring and evaluation plans for the different projects and programs, including baseline, midline and endline.
- Lead/supervise the monitoring and follow-up of the monitoring and evaluation plans of each project/program ensuring adequate accountability of programs.
- Develop and/or oversee internal indicators for each project/program.
- Create, manage and improve innovative learning processes through the harmonization and systematization of processes and the application of quantitative and qualitative research methodologies, tools and techniques.
- Create, lead, improve a digital platform for knowledge management; generated from learning from impact evaluation of projects/programs based on theory of change, programmatic indicators (mandatory for donors, designed in the proposal and/or internal), behavioral change, lessons learned, successes, failures.
- Create, manage or lead Case Studies / Success Stories in conjunction with Communications.
- Support the development, monitoring and evaluation of institutional strategic planning.
- Develop training processes and technical assistance to staff in the correct implementation, improvement and updating of procedures and tools of the MEAL system.
- Ensuring, directing the updating of the evaluation bank, progress reports of indicators and indicators by project and global.
- Design of tools and instruments for the monitoring and evaluation of the different projects with a gender focus.
- Improve, design and follow up the implementation of tools for digital data collection.
- Ensure the correct and sufficient budgeting of MEAL activities in each program/project to allow adequate monitoring and evaluation of the impact generated by GOAL and the generation of processes and key learning elements to improve the implementation of programs and the design of new opportunities.
Communications
- Create, direct, improve GOAL's national and regional (LAC) Communications Strategy in line with HQ’s guidelines.
- Oversee and ensure timely coverage of field activities of the different programs being implemented through coordinated planning with programs.
- Create, direct or lead the creation of Project Info Sheets, Newsletters, Fact Sheets and others, of ongoing programs/projects or those considered flagship programs for GOAL in close coordination with Program Management.
- Ensure adequate support to programs in the development and implementation of community outreach events and knowledge fairs.
- Ensure the adequate capture of project information in the field (photographs, videos, interviews).
- Contribute to the planning of information campaigns, partnerships, exhibitions, conferences, social events and projects to promote a better understanding of GOAL activities and achievements and projects by the general public and/or target audiences.
- Ensure the establishment of close working relationships with television, radio and news agencies to promote and disseminate GOAL's mandate, goals, activities and principles.
- Suggest success stories/case studies on media programs and activities.
- Oversee the quality of press releases, reports, brochures and other publications.
- Support the organization of and participate in project visits (press trips), journalist briefings and partner press conferences.
- Support in the development of new strategies to increase the visibility of GOAL and programs to key stakeholders (government, donors, civil society).
- Support in the design or direction of internal communications campaigns.
- Support efforts to establish and maintain open communication with partners to implement commitments.
- Ensure the correct and sufficient budgeting of communications activities in each program/project to allow adequate coverage and visibility of GOAL's activities and programmatic impact.

Education/Professional Profile:
- A professional with a bachelor’s degree in Business Administration, Project Management, Industrial Engineering, or relevant career in social sciences; with extensive knowledge in the research and statistics. Master's degree is a plus (MBA, PM, Finance, other).
- Bilingual: Spanish and English.
- 100% professional fluency in English, both written and oral. (This will be evaluated).
Work Experience:
- 3-5 years of work experience in the international NGO sector, preferably in a multicultural and bilingual environment, in project management, grants, monitoring and evaluation, generation of learning and knowledge processes.
- Between 3-5 years of experience in social research and data collection through qualitative and quantitative techniques (interviews, surveys, focus groups, among others).
- Working experience and knowledge of major institutional and donor agencies such as ECHO / EC, DFID, World Bank, USAID, UN agencies, their policies, regulations. Sound knowledge of donor practices, donor trends, priorities and budget/financial control.
- Extensive experience in proposal writing (in English), development of theories of change, track record in successful proposal writing, in English and Spanish.
- Familiarity with humanitarian and development strategies and frameworks, human rights laws and conventions (UN, ILO), SDGs.

- The incumbent will receive logistical support (computer, cell-phone) and transportation, when required for project activities.
- The incumbent will have a physical space available to work in the GOAL’s Country Office in Tegucigalpa, Honduras.
- GOAL will provide the necessary biosecurity equipment to carry out project activities.
