Overseas Strategic Consulting, Ltd. is seeking an experienced Capacity Building Specialist for the anticipated USAID/Honduras’ Monitoring & Evaluation Support for Collaborative Learning and Adapting (MESCLA) 2.0. The objectives of the anticipated MESCLA 2.0 activity are to assist the USAID Honduras Mission with project and activity evaluation, performance monitoring, learning, assistance in strategy development, activity design, and performance management support services. Positions may be full-time or short-term consultancies depending on the requirements of the project.
OSC is seeking specialists with extensive experience in designing and managing capacity and learning needs assessments, curricula, and learning tools to improve MEL competencies. Applicants will work closely with USAID to coordinate with the MEL and CLA and Systems Specialists to ensure cross-fertilization, strengthening USAID local organizations, government counterparts, targeted private sector, academia and IPs in traditional and more innovative and flexible monitoring, evaluation and learning approaches that respond to USAID/Honduras’s transition towards more systems-based implementation. Applicants should have proven progressive experience with international organizations in designing, implementing, and overseeing monitoring and evaluation tasks in complex international development contexts. Experience implementing USAID-funded projects is preferred.
Minimum Qualifications:
- Master’s Degree (or foreign equivalent) in social sciences, adult education, or related field;
- At least four years of experience in designing and implementing capacity building projects. At least three of these years should be in Latin America;
- At least three years of experience implementing monitoring and evaluation activities;
- At least three years of experience in leading teams;
- Excellent adaptive skills: Flexible and risk tolerant, curious and creative, comfort with ambiguity, uncertainty, and adaptation.
- Excellent facilitation skills.
- Excellent team management and interpersonal skills.
- Fluency in English (Level 3/4) and Spanish (Level 4/4).
