Project Summary:
The USAID/Honduras Sembrando Esperanza (SEA) project will build the capacity of vulnerable youth and communities to work on violence prevention strategies and reduce the risk of irregular migration. SEA will develop peaceful and protective environments, strengthen the relationships among youth, their families, communities, and local authorities and provide services to youth, families and communities. In doing so, SEA will be better positioned to respond to the needs of violence-affected youth and their communities, support the reduction of irregular migration, and foster greater resilience in Honduras.
Position Summary:
Creative Associates seeks a Chief of Party for to lead the anticipated USAID-funded community violence and irregular migration prevention project in Honduras.
Reporting & Supervision:
The COP will report to the Project Director at HQ.
Expected Outcomes:
- Foster a one-team approach and collaborative mindset among SEA consortium members, ensuring that each member is able to apply its technical leadership within their areas of expertise;
- Ensure that do-no-harm principles are incorporated and apply adaptive management practices throughout the life of the project to ensure responsiveness of programming to an evolving context;
- Ensure close coordination with other relevant in-country initiatives, including USG-funded and other donor-funded programs, Government of Honduras, and those involving other key stakeholders;
- Ensure effective oversight and management of the IDIQ task orders and the donor requirements.
Responsibilities
Primary Responsibilities:
- Provide leadership and technical expertise for the activity, and supervise expatriate and local teams;
- Develop strategic objectives and confirm project compliance with USAID regulations;
Manage the activity's implementation, including overall responsibility for personnel and efficient budgeting and financial management;
Oversee project deliverables, such as development of work plans and operating budget, and coordinate with finance and admin staff at HQ to ensure cost-effective use of resources;
Oversee technical activities of the activity and ensure that impact is achieving the results defined in the cooperative agreement;
Evaluate and document activity progress and lessons-learned;
Serve as the project's primary liaison with USAID, SEA Consortium, key partners, governments, private sector and other key project stakeholders; and
Assume responsibility for overall USAID agreement management ensuring quality control and timeliness of deliverables.**Qualifications**
Required Skills & Qualifications:
- A Masters degree in public policy, public administration, law, international development, social sciences or a related discipline is required. Two years of experience (in addition to the eight-year experience requirement) may be substituted for a Master's degree if the candidate only possesses a Bachelor-level degree.
- At least eight years of experience in international settings conducting development work with increasing responsibility, at least five years of which is in youth violence prevention, youth development, citizen security, returned migrants and vulnerable populations;
- Experience managing programs in Honduras or similar development contexts;
- Experience in the implementation and design of citizen security programs;
- Demonstrated knowledge of community violence prevention activities and positive youth development;
- Demonstrated ability to successfully lead and manage challenging and complex projects that engage a variety of public and private sector stakeholders;
- Demonstrated ability to work with at-risk youth and other vulnerable groups;
- Exceptional leadership, interpersonal, technical and analytical skills, including an ability to interact effectively with government counterparts and local organizations; and
- English Level IV (Fluent) - Reading/Writing/Speaking â—‹ Spanish level IV (Fluent) - Reading/Writing/Speaking.
