REGIONAL DIRECTOR, LATIN AMERICA AND THE CARIBBEAN

The Regional Director for Latin America and Caribbean (LAC) is responsible for providing leadership and high level oversight of all key areas of regional and country office strategy and performance. This includes responsibilities within the region for strategy development and oversight, leadership and management, building and maintaining relationships, talent development and staff supervision, financial stewardship, resource acquisition, and program focus and quality, including timely and appropriate response to humanitarian emergencies. The Regional Director line manages Country Directors in key strategic areas and lead regional teams around shared directions and priorities, contribute to and applying within the region overall CARE organizational priorities and strategies. The Regional Director serves on the International Programs and Operations (IPO) senior management team and the CUSA Global Management Team (GMT) and as such represents regional interests to CARE’s senior management through that and other fora. The Regional Director line manages CARE USA Country Directors and members of the Regional Management Unit.

The Regional Director position offers the opportunity to act on CARE’s vision of Locally Led, Globally Connected network, to develop a shared vision for CARE’s programs in LAC, build awareness among LAC policy makers and donors, and secure funds for new programs in the region. S/he is also responsible for all CARE USA development and humanitarian response activities across the LAC region, which includes both CARE USA lead country offices as well as country offices led by other CARE members. The Regional Director is responsible for providing strategic and operational oversight and direction to country and regional programs undertaking emergency response operations.

A key priority for senior leadership in the region includes ensuring that CARE is strengthening its impact on poverty and injustice as well as tackling gender inequities in a rapidly changing complex region that is experiencing protracted insecurity and politically driven conflict, resulting in an increasing number of humanitarian emergencies. In both development and humanitarian programming, it is important to maintain focus on how CARE can be most relevant and impactful, by designing, implementing and measuring the impact of appropriate programs across the region, adapting our operational presence as appropriate to incorporate local voice through partnership and evolving the organization to support its future impact and relevance. All of this must be carried out in an environment of high levels of conflict in many country offices, requiring adequate attention to safety and security issues.

Position can also be assigned in: Ecuador, Honduras or Haiti

Qualifications:

  • Bachelor degree in Social Science or related international development field
  • Country Director experience preferred. The ability to develop a shared vision for LAC programs for CARE. Technical experience in humanitarian programs; experience in public health and economic development programs preferred
  • 10+ years’ experience in NGO leadership positions in LAC countries
  • Proven ability to navigate a highly complex and matrixed global organization
  • Experience leading humanitarian programs in the region and oversee operational risk and staff safety in fragile, conflict contexts
  • Strong gender experience/ expertise
  • Experience in working with women movements
  • Good network of and experience in engaging with and influencing leaders in LAC (donors, government authorities, leaders from private sector and international organizations, etc.).
  • Extensive experience developing and securing funds for programs and services, from regional and global institutional donors such as USG, EU, private sector and foundations, philanthropists
  • Effectively develop, lead and provide strategic direction to a diverse and inclusive team of leaders across a vast/diverse region. Consistently demonstrate your commitment to gender equality, diversity, equity and inclusion
  • Soft skills. Adaptive management skills to deal with different styles of leadership
  • Financial management skills/Fiscal Responsibility: You’ve managed budgets of $50 million+/year
  • Understanding of the basics of financial oversight and institutional donors compliance
  • Native Spanish speaker preferred, French desired
