REQUEST FOR QUOTATION OF SERVICES

TITLE OF ACTIVITY: Improve project management capabilities of civil society organizations working with the Impactos Program.

LOCATION: Tegucigalpa, Honduras

STARTING DATE: November 2016

I.BACKGROUND

Counterpart International is a global development organization that empowers people and communities to implement innovative and enduring solutions to social, economic, and environmental challenges. For more than 50 years, Counterpart has been forging alliances with communities in need to address complex problems related to economic development, transparency, citizen participation, food security and nutrition, helping to construct effective governance and institutions.

In Honduras, Counterpart International implements the Impactos Program, which is a Transparency and Citizen Participation Program whose principle objective is to increase the transparency and accountability of public institutions through the support of civil society initiatives. To reach this objective, the Program takes actions that seek to (1) improve the effectiveness of civil society to advocate for transparency and accountability of public institutions; and (2) strengthen the capacities of public institutions to promote a favorable environment for transparency and accountability. As part of the commitment to contribute to improving the capacities of civil society to advocate for transparency and accountability in public institutions, the Impactos Program requires contract services of an international vendor to expand the opportunities for Organizational Development (OD), specifically in Project Management with a focus on the Non-Governmental Organization (NGO) sector. The vendor will improve and standardize organizational processes that align with the functional areas[1] of the OD methodology that Counterpart International uses for the Impactos Program.

II.DESCRIPTION OF SERVICES

OBJECTIVE 1: Contribute to the strengthening of civil society organizations (CSOs) that are members of the Impactos Program through proper Project management training.

Activities - Objective 1:

· Develop two Project Management trainings, each for one week, for 50 participants (divided in two groups of 25 people per training). Participants will include 35 members from CSOs and 15 team members from Impactos Program.

· Determine the level of organizational capacity in Project management for each CSO participant.

· Administer a certification exam to 50 participants in Project management.

This will involve but is not limited to the following phases of work:

Phase I: Meeting with Impactos Program Technical Team

An initial meeting will be carried out to discuss the work methodology and to understand the organizations’ profiles, action areas, and organizational situations. This meeting can be held virtually.

Phase II: Implementation

Information and material will be shared previously with the participants, if it is applicable. The training will be carried out using support resources and appropriate teaching strategies. The training will promote participant motivation and dynamic discussions, while maintaining a two-way feedback with CSOs on the value of their development. The training will be conducted between November and December 2016.

Phase III: Evaluation

A pre and post assessment will be administered to all participants to determine the criteria for evaluating the level of knowledge acquired during the training.

Furthermore, the level of organizational capacity in Project Management will be determined to identify the specific training needs related to the OD methodology areas of Counterpart International. This is a prelude to the next stage in the process of strengthening the organizations.

Phase IV: Certification

The vendor must give a certification exam in Project Management to 50 identified participants. The certification must be internationally recognized.

OBJECTIVE 2: Increase the technical capacities of the CSOs, Intermediary Service Organizations (ISOs), and technical team of the Impactos Program through a training of trainers (TOT) in Project Management in order to offer better technical assistance services.

Activities - Objective 2:

· Develop a training of trainings for fifteen participants, who will include members of the CSOs/ISOs (5) and team members of the Impactos Program (10). The training will take place between November 2016 and January 2017.

This includes but is not limited to the following phases of work:

Phase I: Presentation of methodology and content

The vendor will present the Project management TOT training materials (objectives, methodology, content, support resources, duration, and specific evaluation procedures) to the Impactos Program technical team. This can be done virtually or in person.

Phase II: Implementation

Train fifteen people, members of CSOs/ISOs (5) and Impactos Program staff (10) as trainers of trainers in Project management.

Phase IV: Evaluation

A pre and post assessment will be administered to all participants to determine the criteria for evaluating the level of knowledge acquired during the training.

III.EXPECTED PRODUCTS

  1. Work plan and training agenda

  2. Report on the training implementation in Project management, which reports the levels of participation, the results of the pre and post assessments, a general evaluation, and the concluding remarks from the training. The Report should include as attachments all of the developed materials that were used during the training.

  3. Level of organizational capacity in Project management for each CSO, which should give evidence of the capacities of the CSO and the specific needs for support and technical assistance for functional areas of OD; as well as the most appropriate mechanisms to offer for the required strengthening.

  4. Certification Exam for fifty people in the applied methodologies for training in Project management.

  5. Report on the implementation of the training of trainers, which reports the levels of participation obtained, the results of the pre and post assessments, a general evaluation, and the principle conclusions drawn from the training.

All products should be presented by the vendor digitally (via email) and print. The products obtained as a result of the activities will be owned by the Impactos Program.

IV.START DATE

These activities are anticipated to be implemented between the months of November 2016-January 2017

V.Materials and Supplies Responsible to Counterpart:

· Counterpart will cover the logistical expenses related to the trainings, including the event space, supplies, and expenses related to the participants.

VI.Responsibility of the Vendor:

· As part of the cost proposal, the vendor should include the cost of air tickets (roundtrip) from the place of origin for the facilitators to Tegucigalpa, Honduras.

· The cost proposal should include the cost of lodging and per diem for up to 2 training facilitators.

· The vendor will provide all the related materials for the training to Counterpart in advance.

VII.REQUIREMENTS

· Demonstrated experience in educational processes with participatory methodologies in organizational development areas and strategic management for the strengthening of human resources of CSOs in the development sector.

· Experience with trainings on the application of methodologies and tools for Project Management; and/or provides certification for Project Management to development organizations, preferably endorsed by a recognized body and specializing in certification systems and accreditation.

· Experience in the development of the abilities of multidisciplinary teams to deliver training services.

VIII.PRESENTATION OF PROPOSALS (TECNICAL AND COST)

The proposals should include at minimum the following components:

IX.EVALUATION

A Technical Committee will evaluate the proposal based on the following criteria:

Description of background and previous experience 30%

1.1 Experience and oriented approach to work in the development sector with NGOs. (10%)

1.2 Experience in facilitation of training processes, counseling, and technical assistance in Project management for NGOs (20%)

Quality and detail of the technical proposal: scope of services and benefits that are offered in relation to the request 50%

1.1 Objectives and scope of training services. (10%)

1.2 Certification process, mechanisms, and support in professional certification. (12%)

1.3 Activities and Methods to be applied. (13%)

1.4 Mechanisms and additional support systems to facilitate the study and exchange. (10%)

1.5 Deadlines for the development activities. (5%)

XI.FORM/CONTENT OF RESPONSE AND REQUIREMENTS

All quotes should:

  1. Be in English or Spanish.

  2. Include a detailed offer for the above services. The costs associated with transportation and Per Diem of the facilitators must be included as part of the cost proposal.

  3. Include general information about the history and experience of the bidder, including a detailed description of past experience in providing similar services in educational processes with participatory methodologies in organizational development issues and strategic management for strengthening human resources of civil society organizations and institutions dedicated to the development sector to both national and international NGOs.

  4. Include information about experience in training on the implementation of methodologies and tools for project management and/or provide certification for project management development organizations, preferably backed by a recognized agency and specialized in certification systems and accreditation.

  5. Experience in the development of skills of multidisciplinary teams to deliver training services.

6.Include names, addresses, and telephone numbers of three commercial references and approval to contact the references listed.

  1. Contain detailed cost in United States dollars, with tax clearly identified for each of the categories of services described in this application fees. Include a narrative description of the allocation of the budget with a cost analysis.

  2. Include a contact name, email address, and phone number to facilitate communication between Counterpart and the Bidder.

  3. Provide a brief overview of the company and the services offered, including:

XII.TERMS AND CONDITIONS

  1. For services, prices quoted should be valid for the duration of the contract.

  2. Unit prices are required, and in case of discrepancies between the unit price and total price, the unit price will be taken as a baseline for evaluation.

  3. All purchases are subject to contractual obligations of Counterpart International and dependent on the availability of donor funding.

  4. Counterpart reserves the right to accept or reject any bid or stop the hiring process at any time prior to award, without assigning reason or obligation.

  5. Counterpart reserves the right to accept all or part of the contribution in the awarding of the purchase order.
